Tony Accardo and Sam Giancana were partners in the Chicago Outfit before their relationship deteriorated. Accardo helped elevate Giancana to operational leadership, while retaining considerable authority alongside Paul Ricca. Giancana had real power, but he remained accountable to the older leadership. Contemporary FBI reports described Accardo and Ricca as exerting substantial influence over him. Giancana generated substantial income, but his visibility became a liability. His relationship with singer Phyllis McGuire, connections to Frank Sinatra, and involvement in CIA-backed plots against Fidel Castro brought attention to someone leading a secret criminal organization. Federal scrutiny intensified, and Giancana was jailed for contempt in 1965 after refusing to testify. Accardo resumed a more active leadership role during his imprisonment.
